My granddaughter has a red Radio Flyer plastic wagon that I want to fix up for when she goes ToTing. I dont want to do anything permanent to it but I was thinking of fixing it up like an old horse drawn hearse. I would like to paint it black but I would need paint that would wash off. The other idea is just to make it kind of cutsie since she is four...she might like that better. I saw some cheap halloween lanterns at Dollar Tree that I may hang from it. Any suggestions would be mightily appreciated.

Not sure how you can paint plastic and not make it permenant... not much stick to plastic as it is. Maybe building some kind of cover that just rests over it, with a small strap underneath to secure it?
That or maybe just drape a black plastic bag over it, and put some straw in it with a few tea light lit pumpkins.
Hmmmm black plastic... you might be able to wrap it in that and with some black duct tape close the seams underneath. What doesn't kill you can still make you walk funny.

Many times when building something was I would try to make it very strong so as not to prematurely fail, but this leads to building something too heavy to be as enjoyable as it might have been.
A "Plastic" wagon? Might not hold up too well if you get eleaborate with the superstructure and accutraments.
Most little wagons have hollow steel axles and some pretty flimsey wheels.
They sell a special paint for painting plastics but it's not removable as far as I know.
Get a junk lawnmower, remove the engine and build her a flying saucer on it, you already have stronger wheels a lower center of gravity and a nice controlling push handle.
When you are done with it you don't have to frett over having destroyed a wagon or a baby buggy, because it's just an old mower."My Insanity is well-respected, until they wiggle free and become a stringer for a tabloid"

put straw inside of it and have her dressed up like Big Bird from Sesame Street. LOL
or build some type of coffin around it and have her dressed as Dracula....

Its got to be the wagon because she is already talking about her and her cousin going together ToTing in it. I've come up with some ideas and someone told me about some paint I can use that will wash off. Almost like the paint you use on car windows. And hell...I have a pressure washer...it may take some work but.....

Awww what a sweet grandpa you are. I would...well, leave it as a wagon....put some straw in like Cathy said....and dress them up as pumpkins. You could use the battery operated mini string lights along the edges to light it up. Gym's idea sound really cool too!

I would leave it as a wagon, build a temporary cage to go into it and place a couple of those Spirit Store Zombie Babies inside of it as prisoners. Dress her up as another "Zom-Baby" or maybe even a "kiddy-cop". Hey.....just an idea!

creepy cloth draped around it might work, or even roll some tape around to make it two sided tape and stick creepy cloth to it.
