How about rope lights? It won't completely wash the whole area with light, which can ruin the look sometimes. But it would illuminate the steps.

Depends on what kind of look you're going for. A single green flood from a hardware store throws a lot of light on the yard. Or you can narrow in on a select area with some spots..or a flood light in a light can.
I use a mixture of Green Flood lights for general ambient mood and LED spot/flood lights.
This was from last year.

I've moved since then and have to place my flood lights out at the corner of my yard now, and still use LED's in the cans over the door and am happy with the results.*thud*

Those are great idea and flood lights always help light up an area. To add to the advice, I found small outdoor lighting at Wal-Mart for dirt cheep that are solar powered. They do a nice job of lighting the walk path to my house. I have found that the power last well into the evening hours. The link below show the cheep ones you can get to stake in the ground if your walk way has dirt, but I would guess (with a little creativity) they could be crafted to fit any type of walking path. Anyway, just another thought... Hope it helps a little.

I have those same lights at the end of my drive so folks don't roll into the drainage ditch... get's pretty dark out here. But they also have a more expensive 2 pack of globe lights that can switch from constant white, to changing colors. I have 2 of those near my water feature and they look great.
If your steps are the pass through wooden type I would suggest lighting them from underneath/behind with a spot. What doesn't kill you can still make you walk funny.

I would just use pumpkins on each step. I see many people using way too much lighting in there haunt. Lots of lights should be used for lightning controller and trying to simulate moon lighting. I'm not a fan of rope lighting it creates a fake look to me. But it looks great if you’re trying to light the railing of outside seating of a restaurant.
Here is a couple of examples of my lighting.

And for one of the best lighting I've seen with someone with steps is the following.

Yep there are a few of us Californians out here... I think the best thing would be the rope lights it will show the steps but not flood out everything else you want to show with other colored lights.
Or how about something like this

I'm sure you can find them at a cheaper price I didn't go searching I just put this one in to show you what I meant although I wish they were more scary looking and not so kiddish looking
