I don't know that you could turn that into an air cannon. It's basically an air nozzle that attaches to a compressed air hose. We use one just like it to blow the grass and dust out of the radiators on our big riding mowers. When you squeeze the valve, it just makes a loud hissing sound.
There are two different types of air cannons that I know of.
The first is some sort of a cylinder with a diaphragm attached to the end...when you pull and release the diaphragm, it sends out a puff of air. The larger the diameter (and, by default, the diaphragm), the farther the puff of air will travel.
The second type is a steel pipe with an air tank of some sort attached. The tank is pressurized, a projectile is placed into the steel pipe, and the air is released, shooting the projectile out (this is commonly used for "punkin chunkin"). These typically use a 'dump valve',
a large valve that opens quickly and allows the compressed air to escape very fast. I guess, theoretically, you could use a scaled-down version of this second type of air cannon (or some similar setup) without a projectile, to just shoot a puff of air. Either way, I don't think the air valve you saw at Harbor Freight is suited for an air cannon.
