am i understanding this correctly,, i completely cover the styrofoam head in cheez cloth with watered down tacky glue? do i just start with facial features and work my way to the back of the head?

I think you've got the idea. You want the head to have the same texture as the rest of the ghost. I just dipped a large piece of cheesecloth (doubled up) in watered down glue, and layed it over the face, and smoothed it out from front to back. Nobody will ever see the back, so if you have to, you can bunch it up in back, and trim it off. Hope this helps.

I don't really think there is a wrong way although I took a slightly different route and first carved some features into the styrofoam wig head. I planned on using LED eyes so hollowed out two deep eye sockets. I also carved a wide open mouth so she has a sort of "mid-wail" look to her. Next I wrapped the head in a layer of cheesecloth using T pins to hold it in place to match the texture of the rest of the ghost. Once I had it like I wanted it, I brushed a watered down glue over the entire head. I found it easier to arrange the dry cheesecloth. Last came a few drapes of cheesecloth somewhat like hair.
