There are many different types, but the best low lying fog is dependent on your ambient outside temperature and how cool you can get the fog (using a fog chiller) in relation to the temperature.
Fog is created by passing the solution through a heated element that dissipates the solution as it's heated, so it's HOT coming out. Chillers can only do so much, so if your area is the type to get cold or even snow during the fall season, you're going to have trouble...
I live where it's been as high as the 80s up through December, so I don't have to do too much to cool my fog so I use a cheapy $40 fogger purchased from Spirit and a $20 one from Target and some bottles of ice in a dryer hose (have the hose in front of the nozzle and the bottles just laying in the bottom of the hose).
I do know that the better fog juice (like Froggy's) is worth the money - it makes a huge difference in the quality of the fog and duration it hangs out.

Yeah, depends how much fog you want, how big an area you're covering, etc.
This was produced with a 700 Watt fogger run through nothing but some corrugated tubing with caps on the end. (froggy's swamp juice, temperature outside somewhere around freezing)
For that really super dense fog, you'ld need something bigger, however.

definitely Froggy's freezin fog juice. It's great stuff. But that's only half the battle. You have to cool it down so it stays near the ground and there are numerous diy plans out there for fog chillers for under $30. I've made a few of them and used dry ice and regular ice and have settled with a 20 gal trash can with a couple of tiers for holding regular ice and the normal in/out hoses for the fog.
I usually use the chauvet fog machines but they had some issues last year. If I remember correctly their 1100w machines only put out 700w or something like that. One of my foggers seem to break every couple of years so I have a bunch of the cheap foggers from walmart or spirit laying around.

I got this effect with a cheap walmart rubber storage bin with two levels and the "ice" was frozen bottles of water with a 1000 watt cheapie fogger from Party City

To create low lying fog, the fog must be cooler than the ambient air. Fog coming out of a fogger is actually warm, so you need to cool it down. Putting it through a chiller, or cooling it as it runs through your distribution system, is a must.
Then, once you have cool fog, you have the issue of wind. More than the slightest breeze and your fog will be swirling. Too much swirl, and your fog will break and dissapate. Foggers work best inside. Trying to get consistant results outside is virtually impossible.
Another factor is the fog juice itself. Froggy's is generally considered the best juice, and has proven itself in comparison testing by home haunters to produce the densest fog. The "quality" (denseness) of the fog is most dependent upon the juice you use.
The last issue is the fogger itself. You can fog with a 100w machine or a 2000w watt machine. The only significant difference is the volume of fog, not necessarily the "quality of the fog" or whether it lays close to the ground.

Well I think you're starting to get the picture that it has a lot to do with how much the fog is cooled and the ambient temperature and even the wind. I use the VEI-250 Super Fogger ( which I have 2 of and LOVE! I actually have to turn it down to about half way so people can still see when walking thru my yard. Its THAT good.lol ), anyways, I also use the large trash can fog chiller and then stick frozen water bottles in my 3inch PVC pipes to further cool it before it exits out the multiple holes along the PVC pipe. I also saw on Froggys's website that if you wet the grass before hand it will help the fog stick to the ground as well. Good Luck and let us know how it turns out and if you have anymore questions! Theres TONS of info on here and the internet about chilling fog, foggers, and fog juice to get what you are looking for, but the 2 things you can't really change unfortunately is the outside temperature and the wind.
