Just throwing an idea out there. Maybe, windshield wiper motor cranking a gear to tighten a spring. Then release and repeat?

are you wanting to have the prop work by itself or are you willing to have a human involved to reset it each time? So why do you want to do it without pneumatics?

I want it work by itself. Triggered by PIR sensor.

Pneumatics are cool but you need an air compressor and tank. Plus, they are noisy. Also, I want it all to be self contained.

I'm wondering if I could modify something like this to do what I am looking for:

That is a very clever mechanism they came up with! I think your idea to use the spring is a good one - I don't know how else you could get something that weighs a few pounds to move that quickly unless you use some kind of spring mechanism. So you would need a high-torque motor like the one in the video to pull back the spring until it locks into place and then use something like a selenoid to "pull the pin" and release the spring.

a 12" pop-up sprinkler from homedepo works will as long as you use low pressure.
make sure that you get the non-rotating kind. i made a pop-up toxic barrel using the sprinkler and works on about 25 psi.
