I want to make a standing zombie that stretches his jaw open like in the new Legion movie.

The control armature for the jaw can be hidden inside the neck and torso. With the jaw closed, the armature is in the up-position. When the jaw opens, the arm moves to a down position.
Could be controlled several ways; manually with PVC extensions, pneumatically, wiper arm with cams/cranks.
You'd then need to figure what to use for the face/jaw material. Either it would be elastic and stretchable material, or a solid piece where the extra jaw is hidden up inside the skull (that may look too puppet-like).

The most difficult part of this project is for the stretched face to return to its original shape. There are two materials that could give you a good stretch, but the return and the wear and tear are major issues. Silicone with the right additives would allow you to get a really good stretch, but are a little pricey. Steve Johnson's old shop worked with a hot melt material used in the sex toy industry to create the faces for Bicentennial Man, they had awesome stretch, but than there is the issue of high temperatures when working with that material.
Now, my initial idea (not sure if it would work, but it theory it might) wold be to use the same type of system as an overhead projector screen. You would have the upper head and the jaw area as two separate pieces, and the sides of the face were a fabric/or latex material that are attached to rollers. As the jaw opens up, the fabric looks as if it is stretching with the face. When the mouth closes, the material simply rolls up. ???? Just the first thing that came to mind.

I would say a latex mask over a small pneumatic-controlled jaw. The mask would have an overlap to it could extend. The elastic overlap could be fashioned like those new hidden expandable waistlines on men's dress pants:

This will be a neat and scary zombie.
