Here's one of mine I made. He just sits in the room and a real actor is there also to scare.
This is done with a basic frame work of 2x4's and PVC piping. Then add some foam padding and a mask.

I would sujest making a pvc body (like dark master did) with a clown costume and glowing led eyes. Maybe, if you want to do some more work, buy a wiper wotor and make te body lean forward, and back.

    Good luck,

I found the perfect scary clown mask on sale two years ago, right after Halloween. I nailed the mask to a tree, about 7 feet up, put a very very cheap MP3 player in it, and looped a scary clown laugh. I put two LED lights (flickering candles from the dollar store) behind the eyes, and every 15 seconds the loop played over and over. Total cost, about $15. I could have stapled an old clown costume to the tree too, but was over ruled as some thought i might have runied it.
    I love the screaming!

I made this guy, PVC frame, his neck goes up on a pneumatic cylinder and he squirts water from his flower using a windshield washer pump, depending what you have lying around, it might fit your budget!

I like the idea of adding the washer pump to squirt water out. I may have to try this addition.
