I just made a tree and used wallpaper paste already mixed up. It seemed to do the trick really well.

Wallpaper paste or Elmer's glue thinned with a bit of water should work well. They make a clear wallpaper paste as well, if that makes a difference for what you're doing.
One caveat to flour and water; insects and mold think it's yummy. The wallpaper paste and Elmer's glue mix usually discourage insects and inhibit mold growth.

Do it with Monster Mud. 1 gallon of el-cheapo $8 flat black latex paint, and a bag of drywall spackle compound. Dries as fast as the bag says, and is consistently black everywhere.
But adding glue to the paper mache will make a very strong surface, just takes a long time to dry. VENTILATION! Get some fans in the room to circulate the air. Heck, even having a dehumidifier in there will help.

I used 1 cup elmers glue, 1 cup corn starch and 1 cup water. It dried very fast and vary hard. It was my first time doing paper mache and I was surprised how hard and strong it was after it dried like a rock hard shell. I am very happy with it.
