I'm hoping to go as peter pan this year, based on the 2003 film where his costume is mainly made of leaves... however one little detail I would like to add to the costume would be a little flickering (not flashing on and off) Tinker-bell to be sewn into the shoulder of the costume.
How feasible would it be to run an led off of a watch battery to create a little flickering effect for around 3-4 hours and glue some wings onto it to create the appearance of a fairy?
What components would I need? Is there anyway to buy over the counter components that are already assembled so that I wouldnt have to play around with sodder?

This might be a little large for your costume, but the fiber-optic wings have a very good effect. I have one for my Disney-themed Xmas tree - very solid and sturdy.
