I have a cheap Fitco 400 Watt fog machine that I bought at Spirit last year. I want to make a chiller out of a cooler for ground fog. I found instructions for one example here
Fog Machines - Your Guide to using Fog Machines for Halloween
and here.
Fog Machines - Your Guide to using Fog Machines for Halloween
As you can see, The fogger sits on top of the cooler and injects fog into a pipe that bends down into the cooler below. My son thinks that I should shoot the fog straight through the chiller instead. I was wondering if running the fog through the bends in the pipe would slow down the fog to keep it in the chiller longer for cooler fog. Or would running the fog straight through the chiller work just as well?

I used that type of chiller before. I liked it on top as it took up less room and did not have to find another place for the fogger. But I did mess with it a lot and it should work fine with all types of adjustments (including straight).
There are other designs previously posted on the forum that you may want to look (using search) if you have not already.HalloweenForum.com Admin

I built my first one just like that. I would also agree with larry and say that i think it would not matter with a U-Turn or straight in. sitting on top of the cooler just saves space.
If i just fixed my photo limk correctly you can see my fogger in the photo link below. Its the most HORRIBLE time of the year.

I did exactly what your son proposed. I lowered the intake and exit tubes on the cooler just enough that I could place my fog machine on the ground. Works great!

I just built one, either way, fogger on top, or going straight through works great, I prefer mine on top, it takes up less space, and looks neat. Ive also read somewhere that you can put a black lawn bag on the end of the output tube and it makes the chilled fog disperse more.

i tried it with a bend, and the fog didnt go down into the bend
Every site i went to said there needed to be a gap between the fog machine and the elbo that goes down into the chiller
no matter what, if it had a gap or the tube was right up to it, the fog still didnt go down the elbow
i had a better result with the fog machine going into a straight pipe, yes it took up more room, but it worked better
I just did this a few hours ago

I built my first chiller with the fogger sitting on top of the cooler. My chiller actually has a chamber inside, so the fog swirls around before falling and coming out through the bottom tube. The best part is that when the fogger shuts off, there's still a small reservoir of fog in the chiller that keeps creeping out.

I will agree straight through design works best i have tried just about every method possible and i have found that a 5 gallon paint pale works the best because of one reason not haveing to use as much ice 1 bag does it
Simplest is usually the best

For an added effect, i recommend but a length of 4" perforated black drainage pipe near the outlet of the chiller, the fog creeps out of the perforations really nicely - and if it is a windy day you will get more even distribution of the fog before the wind disperses it.
