I am probably a little late on this thread -
But -
ExpressPCB - Free PCB layout software - Low cost circuit boards - Top quality PCB manufacturing
They have free software that allows you to design your circuit in schematic form, then import it into their other program that lays out the circuit board.
The only hitch is that you will need to order the circuit board from them.
But they are reasonable in their pricing of circuit boards.
I don't think it allows you to test the circuit, but what do you want for free?

Wow, I haven't been on this board in forever, probably the better part of a year. I am actually looking for something that will let me do the whole design on the PC first (where I can drag and drop components and take measurements, etc)

You might want to have a look at Circuit Wizard, available at Welcome to KELVIN.com!. I haven't used it myself, but have been very intrigued. If you get it, let us all know what you think.
