For my talking buckies I just busted out my digital 8-track recorder and recorded voices myself. I used its onboard octave-shifting effect to get a nice deep evil voice on the left channel, and a higher more prissy voice for the other one on the right channel.
Since I know not everyone has access to recording gear, there's a piece of software available for free evaluation called GoldWave that you could use to record to your PC with a cheap mic and you can even do effects with. I believe the site is
