First you should post feedback on the website you got this through, then others can be wary of the overall quality.
Generally you get what you pay for.

    Now on to the issues.
What you are seeing from the flashing led is the rf signal being acknowledged, not actual operation of the relays.
Check to see that the IC is seated completely, doubtful it is the issue, but it could be.
It is more likely bad solder joints at the relays.

If you have a multimeter you should check the coil connections coming to each of the relays for dc voltage or at least continuity as you press the trigger button.
Since it appears the trigger and connection is momentary, you will need to hold the button while testing this.
If it is latching, turn it on and test, then shut off with the other button, if it is toggle, press the trigger on, test then press the trigger off.
Obviously, check the working ones first for a reference reading, then test the ones that are not.

If there is no power to the coils you can follow the traces back and hopefully find the bad connections, if that is the cause.
    This is simple investigate troubleshooting.

You should get out a magnifier glass if you have one and look at the solder connection under the relays on the board.
Odds are there will be broken joints causing the problems.

IF the power is getting to the coild, check those connnections for breaks and resolder.
If the still do not work, the relays likely are defective (why uber cheap products are often available from china) and need to be replaced.

    Hope this help you some.

I take it you have a 12v source running to the relay board? If you do and some of the relays don't work you may need new relays or a Solid-state Chip(chip in the middle) If you short out the NO/NC contacts you can ruin the Solid-state Chip and need to replace it. This has a number on it so replace it with another. This just pops off just use care removing it.

If the relay is toast then you need to desolder pump or briad the underside and drop another relay into it. Check the top of the relay and get the replacment number. Chances are it is the Solid-state Chip because the contacts are very close together. If you never placed anything in the C/NO/NC contacts on the ones that do not work then it will not be the Solid-state Chip.

All the relays should trigger with just the 12v running to it.

I usually jumper wire the underside so you just have one plug with no splicing the cord.
