I am from Cincinnati, Ohio and the fall October weather here is murder on all things Halloween. Every year I put up a graveyard just to spend every day placing the stones back up. I have read countless threads on how to fix this problem and have come to the conclusion there was no simple fix (not without altering my tombstones and driving rebar into the ground.) So I set out to fix this problem once and for all.
Over last summer I made a couple prototypes and some worked well some failed and some were just wayyyyy stupid, but one worked and worked good no not good great. It has a low profile it is not an eyesore and the best thing is it don’t damage your tombstones (store or home made) I will give you guys a sneak peek and tell me what you think.

i live outside the Louisville area and feel your pain.
Last year i began making all of my tombstones out of concrete......thats right, concrete.
i made fiberglass molds and pour in bags of quickcrete or mortar mix. I put foam letters in the mold to impress the words into the mix.
we then pour glow in the dark paint into the letters to make the blacklight effects.

check them out on mywebsite under 2010 photos

I used to have that problem too, so I stated using Liquid Nails to Glue 12x12 or appropriately sized Wood scraps to the back of each stone, and screwing Conduit Straps into them. then I hammer 18-20" rebar pieces into the ground and then sliding the tombstones over them.

I have yet to have one fall over.
