I have went to home depot, lowes and walmart and colored flood lights are $7 bucks a pop, not to mention another $4 for for a flood light holder. I don't want to pay $11 a pop for flood lights, anyone know where to get them cheaper. I'm looking for about 3 or 4 blue or green ones.

I'm afraid that's about as cheap as you're gonna get. At least from my experience. I bought my first set of flood lights last year, and had to buy more this year (since I have more props). I went with the $4 steak lights and $7 bulbs you mentioned. I think you can get 2 for like ten-ish bucks, but only in the colorless bulbs. Unless you're wanting to do spot-lighting on a couple of props, you really only need 2 lights for 20ft wide range that lights up pretty well about 10ft back. I know it's not much help, but I think that's pretty much what we're all stuck with. I know I haven't found anything cheaper. If you do, let me know.

I get mine at Hobby Lobby. In the X-mas light section. Theyre only $1.99 each in my neighborhood (Dallas,Tx). They have red, blue, and green usually.
