Troubleshooting prop problems doesn't require a lot of tech savvy, just a basic understanding of what's happening in there. If something on a prop stops working, it's either an electrical problem or a mechanical problem.

Your prop runs on DC electricity, which must get from point A to point B to do anything. If a wire goes bad, or a wire connector comes loose or undone, the electricity can't move and things stop working. The first thing you should check would be all the wires and connections in the prop. If these are all tight/connected, then you need to check for a mechanical problem. You can also do some logic troubleshooting like with the eyes. Did they both stop working at the same time, or did one stop before the other? If they both stopped at the same time, it's unlikely both bulbs/LEDs failed at exactly the same time, so it's more likely an electrical connection came loose. If they did stop at different times, it's more likely the bulbs/LEDs failed.

It sounds like your witch's hips could me an electrical problem or a mechanical problem. Check that the drive motor's electrical connections are good, then check to see if the mechanism that moves her, or roads connecting to the mechanism are intact. As for your mad scientist, it sound to me like whatever is rolling around is probably associated with an electrical connection since it looks like everything in the head went dead. remove the head and I'm guessing you'll find he's got a few screws (or wires) loose.
