Kingmetals.com they are around 20cents a piece, (depending on style and quantity) shipping is reasonable as they can stuff hundreds of these things in a small box, and the plastic ones are light.

I got tiny skull heads a few years ago at the dollar tree. I spray painted them black to match the fence

I used the Dollar Tree skulls too. At $1 for a bag of 9 skulls, I thought they worked great. Although, I didnt paint mine black.
I cut the jaw area so they would sit right on top of the PVC pipe. Them i just hot glued them in place.
I even took a few, cut a hole on the top of the skull and slid the PVC through them to make stick candles. (a few pic's on my photo page)

I used cpvc pipe for my support posts because it is a smaller diameter and I did not have to heat up anything. Also the finials slip onto the cpvc easily and there is no pressure inside the finial that will split your finial. I slipped rebar into the cpvc to install the fencing.Name: DSC00098.jpg

They are now on the way! Attachment 91550
I used cpvc pipe for my support posts and then slipped rebar into them to install the fencing.Attachment 91551 The cpvc is smaller in diameter and the rebar still fits into it. The finials easily fit onto the cpvc and I glue them with liquid nails.
