Here's my first build using that now-legendary $30 Walgreens skeletons. I used Terra's beloved method, with layers of monster mud and drylok.
I also added wildfire optical white blacklight reactive paint. Unfortunately those pictures didn't turn out. I'll try again tonight. Her night effect is amazing!

I put on her dress first. Next I wired her body with floral wire. I had to take off her legs to position them. Then I filled her hip area with crafting paper. Then I used monster mud and covered her inside cavity and inside of her dress. Then I covered the outside with monster mud. Her wig is any old wig you would find out there. I dipped it in monster mud and positioned it on her skull. The weight of the wig concerned me. I was worried that her head would break off, so I made dried puddles of great stuff and filled her neck and jaw area. Then I did 3 coats of drylock. Then I used Terra's tombstone painting technique and added Wildfire paint to the tea stain and dry brushing steps.

Agree with the blacklight.com recommendation. Great company and super fast shipping. The Optical White fluorescent paint is the BOMB! Everyone should have a bit of it. It dries relatively clear so you can brush it on anything you want to have an ethereal white glow (using a blacklight - of course). A little goes a long way with this stuff.
