I am trying to cover my toxic waste area with green toxic waste. I ordered green led xmas lights and was going to cover them with expanding foam for the toxic waste. I was thinking of painting that flourescent/glow in dark green.

My question is this. When I paint the foam will you be able to see the lights through the paint.

Does anyone have any good ideas on how to make the toxic waste light up if this won't work. I want it to be erie green, I figure with fog it will be great.
It will be oozing out of walls, pipes and a toilet. Oh, and all over the ground inbetween props of course.

I'd use spraypaint to keep the thickness low. Also, if the foam is too thick it won't show as well. This matters more than the paint, so you might want to carve down the foam from underneath if it gets too thick in spots.

To increase the brightness you could aim a blacklight at it if the green paint is fluorescent. Maybe even add more to the effect with clear green UV paint (clear under normal light, which is kind of weird since the sun is a giant UV cancer light bulb...)

I am trying to make bubbles with the foam so I can't carve it down everywhere. Maybe put the lights in between the bubbles so it shows better.

Where do you get clear green UV paint.

The best price I've found is http://www.clearneon.com ; there's another company out there that makes them but they're insanely expensive, depending on the color it can range from $50 to $120.

Only after I eat mexican food.
As far as a prop, sorry I have not made toxic waste. I have seen some good fake fires that might work for you. just use geen light in stead of red. http://www.kammoslair.info/Cauldron/Cauldron.htm

These are my toxic waste barrels I made this year. I am hooking a fog machine to them. I didn't think of lighting my foam but the glow in the dark paint works pretty well with a black light.Name: barrel.JPG

I am also going to put a thin peice of wall insulation/foam I have laying around on the ground ( w/ silver backing ) and spread the foam all over it.

It does glow well...however it doesn't last very long, that is where the black light comes in.

Spray the great stuff on black plastic garbage bags. Be sure to leave spaces for ligting and fog to go through. You can make the mounds any shape you want, depending upon what you drape the black plastic over. Once dry, the plastic easily pulls away and the foam can be painted. I made toppers for 55 gal. drums this way. I put a fog machine and a green uplight in each drum. The smoke wafted up and the green light shone through. One 48" flourescent light was enough to make the flourescent paint show up, without being too bright. Here's a shot of a toxic victim I made using a Bucky:
