Homemade concrete or concrete-like substance –

So I'm looking to update my tombstones for this year. Along with other things, as I don't think I'll be building anything this year. I'm wanting to build single and two tier bases for my cheap, 10 year old project stones into something maybe more like 16 year old project. I originially thought I would build the tiers out of pallet wood and fill them with some concrete, PoP or something alike. However, funds are permitting. I'm wondering if there's some sort of homemade version that I can make. The purpose of these bases is to hold the stones in place. Previous years we've been using welding wire/rods or coat hangers to stake them in the ground. The wind likes to blow them around and they look pretty cheap.
The plan would be to make and cement bases for them. Carve epitaph's into them and maybe even paint and seal them properly. I guess we'll see how it goes. But first things first, I need to find out how I'm gunna keep them weighted down.
