I am wanting to make a 3D version of this prop:

I bought a great pair of boots at Goodwill for this purpose and am planning on having a skirt around the legs and a broom lying on the ground. I am trying to figure out what the best way would be to make the legs though. They need to be at least sort of posable. What do you guys think?

on my corpses I use wood or PVC cut into 18 inch pieces and attach them together with zip ties. Bulk them out with news paper and lots of duct tape then put panty hose over the legs.
Might not work for you but it might.....don't know. Thats how I do it, then I give it a thin layer of liquid latex to weather proof it.

Okay, that's a new idea to add to the list. I'd contemplated pool noodles (are they carvable?) or chicken wire. I actually have a roll of some sort of wire mesh that is as flexible as chicken wire but a much finer grid...thought that might be a viable option. Any other suggestions would be appreciated too!

PVC "Bones" with short pieces of copper wire fastened to them to make posable adjustments "Stay". Drill holes in the PVC for the wire to fit through, wrap it around the PVC, tape them , if you have to, with ribbed packing tape(My Favorite for long-term strength)
If your "Legs" are tending to be made heavier use more copper wire or thicker pieces of it."My Insanity is well-respected, until they wiggle free and become a stringer for a tabloid"

I carved mine out of PINK Foam. I also made a set of legs from wood and cut sections of foam to fill it out. I bought the sock and slid it over them. Both are easy to do.
