I get mine at Michael's, I use the 40% off coupon every time I am by there. My mom also picks one up so they add up quick. I think they are $4.99 reg. price so with 40% off they aren't too bad.
Masquerading as a normal person is getting exhausting

Garden Ridge has some cheapies for $5.99 each, but they lack a mandible.
I was going to borrow the skull tiki torch idea and was looking for skulls myself. I didn't think the Garden Ridge ones were worth that, but haven't seen them in stock elsewhere yet.
Spirit had some, but also too spendy IMHO.

I just bought 3 @ $2.50 each from Target. They were covered in crappy orange glitter but their shape was excellent. The glitter will cover up if I ever decide to make something out of them.

This might not be something you're interested in, but I have been looking for those foam skulls everywhere, and even when they are pretty cheap, the shipping to Sweden can offset that cheapness. (I can find them inside Sweden, but not for a price I'd be willing to pay)
Anyway, what I did was I bought one plastic skull from the skeleton factory or something (can't remember where now) which is the correct size and shape, and I made a mold from it using plaster.
Basically, you want cover the skull with tin foil, fill in any dips or areas that would make it difficult to pull the face part out of the mold once it's set (like the temple area), use cardboard or something to make a ring around the center of the skull, so you can separate it to get the skull out without breaking the mold. So, you end up when you are done with a front of the skull and the back of the skull.
Mine are a little dirty at the moment, but this is how the mold turned out:

So, what I do with those is I line them with tin foil, making sure to get into allllll the nooks and crannies, and then I do 4 layers of paper mache in them, again making sure to get into all the nooks and crannies. Once it's dry I pull them out, add some support and a pvc neck to attach them to things, stuff them with news paper or whatever filling I want and then paper mache the back to the front. And presto! super cheap skulls that are really easy to work with because you can take the jaw off by cutting it with an exacto knife and put it into any position you want.




This is what I did with the first one I made from the mold (forgot to attach the back of the head before I sculpted, not the best idea! lol) but just to show ya the versatility
