Has anyone ever used a florescent paint for black-light effects? I came across this website:

I'm wondering if the neon type paints at Wal-Mart would work under blacklight?

Neon and fluorescent aren't the same thing. Read this thread for the results I had with some of the Walmart neon paint: Using Blacklights - Highlighter Markers vs. Blacklight Paint
It looks like Blick paint is the cheapest of the fluorescents, but I haven't personally used it so I can't say how well it works.

I have not used neon spray paint but I have used neon craft paint and it does glow under blacklights.
Neon orange craft paint versus orange fluorescent spray paint... the spray paint pops a lot more.
It is a lot darker orange than the neon craft paint that I am using too.
I you are talking neon spray paint versus fluorescent spray paint, I imagine same thing holds true.
The flourescent spray paint probably glows a lot more than the neon but the neon paint probably still glows under blacklights.

Its a little known fact... that fluorescent paints are those that emit visible light when activated by invisible ultraviolet light. Certain electrons in the pigment absorb the energy from these sources and jump to a higher energy state, then fluorescent light is emitted when those electrons drop down to a lower energy state and emit a light of their own. The term "neon paint" usually refers to a color similar to that of excited Neon (or other inert gas.) So, while some neon colored paint may contain florescent pigment, most do not....and yes I was Cliff Claven in my former life

Safety paints will have a high concentration of fluorescent particles that will make it blacklight reactive, much more than craft paint will:

You can often find these in Walmart in the hardware section or Ace of Home Lowes Depot. They may also have it in cans.

The thing is there doesn't seem to be a lot of consistency among the way they identify many of the cheap paints. Just because something is labeled Neon doesn't really mean that it's that much brighter than regular bright paint. There is also no guarantee that it will glow under blacklight. It might, but then it might not.
