Acrylic paint and a staple gun if the head has a little give to it. If the head is hard, just use acrylic paint.

Yes....staple gun is a must. Also the hair design will be pretty key. You might have to give the original one a bit of a haircut. How about some clothes from a charity store / jumble sale perhaps? You would also need to work on the eyes...make the more closed and more sinister looking. Nice little project - keep sending progress pics!

Hi those are some great ideas im just not sure on what to use on the face to make the eyes look the same, the crinkle above the nose and to make the cuts and stitches more 3D, I was thinking something like paper mache or sculpting clay but not sure if it would stick to the face :S

Yeah, without wanting to make any major changes to your doll, just get a chucky doll.
I was going to suggest start carving into the face with a hot x-acto knive ( just for starters!)

I guess its really a hot crafting tool with different attachments you screw into the tip. I have one, but I've only used the sharp knife (x-acto) tip. It cuts through stuff like butter.

I would say start airbrushing some darker features, but he's just gonna look like he's nice..with dark shadows around his face. Its all gonna be in how you evil up the eyes, & the hair of course.
Thats a tough one actually. Clays will have to be blended into the face really well, then made to stick. Then, you'd have to match the paint. Not trying to discourage you, because the doll does resemble chucky. Its beyond me, maybe someone else knows how. The is a menmber in the U.K who does a lot of work on dolls. Evils out their faces and whatnot. He's REALLY good at it .
Anyone know who i'm talking about? He does a lot of evil clown dolls.
