Does anyone know where can I buy fluorescent paint (for it to go bright under blacklight) in small quantities and easily? I would really appreciate the help.

I see that you are in Mexico so don't know what stores you have but I found spray cans at Ace Hardware. As an option, you might just try spraying the object you want to glow with Tide laundary detergent (or whatever brand you have). Just make sure is contains phosphates. Mix it with water and spray it on. Works great.

any glow in the dark substance (including the glow in the dark spray paints) will PHOSPHORESCE. this means it will glow under a black light.

Walmart sells small 2-ounce bottles in the crafts aisle. Walmart is supposedly Mexico's biggest retailer now so there may be one near you.

Michaels Crafts carry it in small bottles as well as Spencer Gifts.
Any craft or home improvement store will carry florescent paint, in either liquid or spray paint.
