Chaserbug,
He looks like an under-dressed pirate to me. He needs a hat, some short ragged pants, a belt draped around his hips and a parrot on his shoulder. Then I think he would be saying, "ARRRRRRR!" instead of , "Blimy, who stole my clothes?"

I would dress into rags or clothes, bulk him up a bit too. Maybe gloves would help too?

I could picture something to make him shake violently, maybe have him drop down from somewhere with a Screaming sound effect.

I do agree about the clothes...
but part of me thinks you should play up the stick figure aspect. I could see painting him with streaks of florescent paint (purples and greens) to accent his limbs and paint in things like the spine's cervical bones, getting a whole bunch of dead tree limbs, bamboo poles, cornstalks and grouping them in around him and in front a bit, and then uplighting him with a blacklight to make him look like he's a scary zombie tree figure come to life. Can his arms go up? Like a tree branch type thing and slightly like he is lunging downward with his arms?
This would be really fun if you had a stand of trees or other really dense area and he's just IN there when they turn the path and see him.

Can you raise either of the arms so it doesn't look like he's just standing there?
Maybe have him holding a shovel, an axe or a knife. Or even a long bone.

Could you add him to a few more carcasses and place them in front of your devil to suggest that is the uneaten portion?
When storage is a concearn, put your monster props under the kids beds.

If the hands can be replaced or gloved, it might be better. Definitely change the hand positions too. Then he could be lit up in an unexpected place. Or a new paint job with less gray, more browns and reds maybe.

I have the same guy (got him at Spencers-Spirit) a few years ago. Maybe you could make some type of lunging effect? I'm not sure how I'm going to use him this year... One thing is pretty weird - when activated, he makes the same cycle of corny sounds, including a little girl's scream! I definitely hope to make him jump out at people this year; I'm not sure what you could do with him, though!

Well you can change him into a her and get a wedding gown at the good will and have her holding a severed head and blood stain the dress near to where the severed head is. That would help if yours screams like CobhamManor does.
