Do you have a voltmeter? –

You need to confirm you are getting steady current from the power supply.
If you have a voltmeter that is one way you can verify that. A cheaper way to test is get a tail lamp for a car. You can handle 12 volt dc without any concern for being shocked. Just see if the supply will power the lamp and you get a steady bright light, then your power supply should be fine.
I am just wondering if your supply is actually putting out DC?
The way you describe the results you are getting, it almost sounds like you are supplying the motor with AC. But at 6o cycles, I would think a DC motor being supplied AC would likely just hum.
This vrr vrrr vrrr? Is the motor rotating and then stopping, then rotating again and then stopping?
Also are you sure you have a supply that is 12 volt 5 amp and not 12 volt .5 amp?
I will try to help if I can.

i tested it to my dads car battery and motor ran perfect... havent tryed lamp yet the current output on this is 12 volts assumlly ac.. im thinking i might need an inverter but what hav you used in the past or a link to product i can see im looking for something not so expensive otherwsie my dad will bring it to work to hopefully find a power supply for it...
yes the motor when on the the power supply is roaation and stopping indicating not enough power...Lost Souls Cemetery and Asylum

Power supply too weak. –

I don't think the output is AC. If it was, the motor would just hum. Likely you have an unregulated supply. If it is just one of those little warts, no way it is beefy enough. Go here. You will see the kind of Wart people use.

You should be able to see the output on the wart. I suspect you have a 12 volt 1/2 amp unregulated supply.
Likely it tries to run the motor but an overload circuit is protecting the wart. My guess is if you let it sit and then plug it in it does the same thing.
Try this. Put a pair of vice grips on the output shaft. Just as you plug in the wart grab the grips and rotate the shaft in the direction it turns. You will be taking load off the motor. If I am correct the motor should run a bit longer.
Oh and I take it you do not have the motor already attached to your prop.
PS I just saw that the link I sent is for the 5 volt wart. They also have 12 volt. You still need 5 amps to drive the wiper motor. That is actually a bit high generally. Some people have gotten away with 2 amp.

I don't think the ctarpey is using a PC power supply. Does not sound like it. He used the word tip. Sounds like he has a wart. Although the power supply for my notebook is rated at 19.5 volts and 4.8 amps. I was a bit surprised at this. Guess notebooks use more power than I thought.

Beg to differ I use a wart to power my stirring witch with no problems. But granted it does need to have the amps to power it under torque.
What doesn't kill you can still make you walk funny.
