looks like it was done with photoshop brushes. they are free all over the internet. if you cant find any, i can send you the halloween sets i have.

Try just googling photoshop brushes. They are free and there is really quite a few of them. I just have to figure out how to use Photoshop now. LOL!!

I'm completely self taught, which means that I don't know how to do everything and I certainly don't always know the easiest way, but I recommend getting some of Scott Kelby's books. I can't stand reading instructional books but his are sooooo easy to follow. Everything is very visual and he keeps the descriptions to a minimum - very cut and dry. That's how I learn best! I have about 5 of his books and will most likely buy every new one that comes out.

Hi buteerfly, could I get in on those brushes as well, and I do a lot with photoshop, if anyone has any questions please ask I probably know the answer, or can find the answer.

I know this is an old thread, but I just thought I'd throw my 2 cents in. I used gimp, got the photo how I wanted, used Filters->Decor->Old Photo and then altered the contrast to make it look milky.

I don't know for sure but those remind me of "reverse painting on glass". They paint part of it and add a fancy paper to the back. Here is one way of doing these. Hope this helps.
