Started this tonight, drew the outline on with pencil (hard to see), plan on cutting out Oogie Boogie's mouth and making some beanbags, would be cool if I could get some clearish/sheer fabric and fill them with fake bugs =) to toss in his mouth...off track...my question would be...what kind of paint would you use to paint it, so that it doesn't run/come off if it becomes wet..is there anyway I can paint it with the cheap tole paints in the little bottles from the dollar store and buy some sort of spray to waterproof it? Or do I have to do the latex/more expensive paint?

The design looks great. Whatever you use, TEST IT FIRST!! Test it on the back or another smaller piece.
I did a toy box for a cousin's baby last year & used a brush-on polyurethane sealer over it & it made the craft paint streak. Not badly but enough where I had to repaint a butterfly or something like that.
The same thing happened before but it'd been so long since I'd done a toy box the same way I'd forgotten about it.

If you want to get a lot of little bottles of different color paints:
Sign up for Joann's email list and get a 20% off entire purchase coupon (or wait for Michaels to put out a "% off your purchase" coupon), then go and get DecoArt Patio Paint. I prefer Liquitex Perm-Enamel but that's expensive and I've used Patio Paint to make faux copper effects on PVC pipes for a fountain instead of using real copper and it held up great. No sealer. However, for such a big piece, if you're only going to use a few colors you may want to get quart jars of Rustoleum and use their liquid or spray sealer over it. The little jars of paint aren't going to go far.
If you really want to use the dollar store paint, just test it. As long as it's acrylic and not tempera paint, it should be decently waterproof once it's dried completely.. To ensure extra durability, use a primer over the wood first. Killz oil based is the best, but for ease of use, Killz or Zinsser water based are pefectly fine. Then use a waterbased outdoor sealer over it. Just test it on a small bit first to make sure it won't hurt the paint.

Id get the latex paint. If you're taking this much time on construction and drawing the design, then do the paint right. Also, when done painting, make sure to seal it with a polyurethane coating. That will protect the paint job. Cant wait to see this finished.

You can get quarts of latex outdoor paint for about 7 bucks. You can just get those for the main, larger colors. Your smaller detailed areas you could use standard acrylic craft paint. The main thing is to seal it though. Ive found that actually rolling the polyurethane gives a more even finish.
