Couldn't you cut out teeth out of a recycled plastic container, like those clear ones they give you leftovers in or the ones from the deli? You could cut that easily with just scissors.
Maybe even the styrofoam leftover containers would work.

Thanks for the suggestions for the teeth! Will be trying to finish him off on the weekend...will see what I have around the house to use if possible...if not,will be another trip to Michaels...

I am very pleased with how he turned out! Thanks for everyones help/suggestions, as he would not have turned out that good without it!
went with the foam board/paper that bobzilla suggested for the teeth..managed to find it at the dollar store 4/$1.25..incase anyone else is thinking on making him...hes a pretty simple craft, his bill is an orange popcicle stick snapped in half...
I have him hanging out on my fireplace mantle now..
gigglefairy....thanks for letting me know what your 10yr old said =) made my day..
