I have a costume that when wearing tends to drag when I walk. Without Cutting into the fabric or taping it away from the ground, does anybody know of something that I can wear to extend the frame of my body. Kinda like the way a body suit allows a person to appear fat. I prefer to wear something that's hollow and very light and that's possibly adjustable. If anything the look i'm trying to go for is like a bell where the frame curves out at the bottom. So this would give the illusion of another shape and I would be able to walk w/ the big shoes I have.

what about bending something out of coat hanger (hoop) and just hand stitching it in the costume in a couple/few places.
a picture would probably help in the design, i'm still not entirely sure what your shooting for.

If it is a dress or a skirt you can use a hoop skirt or crinoline. They work fantastic and come adjustable so you can have a triangle shape or a bell shape etc. The rings of hoops in some can be made smaller but you need to check that it does and they also come in different circumfrences.

I'm wearing a grim reaper outfit as I don't want to drag the excess materials/fabric but that won't matter as much if I can somehow make a wider frame around my body so that I can walk freely w/o having to worry about me stepping on it. Also, I think changing my body frame would add an eerie affect to it as well.

How much do you need to lift the length? You could put lifts in your shoes or shoulder pads to raise it if it just needs a tweek.

putting lift in my shoes is not something I'm going to do, I need to stretch the diameter from my waist and down to be larger. I'm planning on wearing some skates to give the gliding/floating effect. The skate are rather large is very hard to move around w/ the clothing fitting closely to my body. The fabric can stretch to the contour of the frame, but where do i get something like this that can easily be molded and flexible to where if I wanted to sit down it wouldn't be a problem. Also attached a sketch to give a better idea.

get some galvanized wire/coat hangers etc and make 3 different sized hoops (2',say 2.5' and 3' in diameter)
with a needle and thread sew the hoops inside the costume (just a few stitches in 4 or 5 locations around the hoop)
smallest close to your waste, biggest close to the ground.

btw, thats a hooped peti coat. (as suggested above)
