Is there some sort of mouth prosthetic or tooth adhesive putty that can be securely kept inside the lower gumline to make the face wider without having to add anything outside the skin? It doesn't have to be huge. I just happen to have a narrow face and, for the Quagmire costume I want to do, I'd rather make the lower cheeks slighly more bloated and strange-looking.

You could use dental cotton like they did in The Godfather, but it might be hard to do the Quagmire voice when you are suffering from cottonmouth.
Alternatively, you could use a bunch of chewing gum or maybe wax (chewed up Nik-L-Nip bottles) so it would not be so prone to compressing.

Neat idea - you've really got to post a pic of yourself as Quagmire!
(I've been having many sleepless nights wondering how wrong it would be to do a "white van/free candy"
theme - with Mr. Herbert and his dog making an appearance, of course!)
