I need black plastic paper for parts of my haunt to cover walls and also so my actors can also grab the trick or treaters legs behide the black plastic im not going to use wood though, i just want to know where i can get black plastic for a good price. Thanks

Try buying the most expensive black garbage bags (thickest plastic) you can find and cut them open to hang flat. If you need something matte, maybe weed cloth?

Uhmm maybe you shouldn't grab the ToTs legs. That could be dangerous and get you in trouble with the parents..

1 - Don't grab people's legs.
2 - You can buy sheets of black plastic at any hardware store. It isn't very expensive and you get a lot of it. It's also very durable: I bought some probably six years ago and I'm still using it.

We bought some from Home Depot a few years ago. It was on a roll. Black plastic sheeting for contractors.

Yeah... don't grab trick or treaters. At the least it will anger parents, and at the worst you could get assault charges if the parent is mad enough to call the police. Plus it will just set up a bad precedent and make those same people wary of home haunts and avoid them, which I'm assuming is the opposite of what you want to do.
There are dozens of better ways to scare people that aren't illegal.
