A Headless horseman that comes out of know where could be a really nice effect.

How bout the "witches lair"... have a big cauldron with a fire. You could have some fake bones and sstuff hanging around. Then say the witches are out and about hunting for dinner, then have some crazy people dressed like witches run up to the hayride to scare the people....
and... welcome to the forum

A lot depends on your budget. The most bang for the buck would probably be zombie attacks, demented rednecks and similar characters. You can generally get by with minimal props/costumes/makeup as opposed to some of the more elaborate themes.

have people with jeans and plaid shirts wear zombie make up and run out from a makeshift shaft or from a bush or something. have some bluegrass/country music playing. It could be really scary if done right.

Think about movies like Deliverance, Wrong Turn, The Hills Have Eyes, etc. The Haunted Hoochie does it better than anyone. Be warned that some of their ideas are a little out there. You may want to tone it down some.
