Most people find different finials or even small Halloween toys to use as fence toppers.

What we do with our fence is put little DumDum (sucker and tissue) ghosts in the for the ToTs to get. We have several kids that are just too scared to come up to the door, so they still get a treat. It went over REALLY well last year. It is cheap to do too.

I went to the dollar store and bought bags of those little plastic skulls. Glued them on top and worked like a charm. Get some spray foam from hardware store to spray in the tops of the pvc and they will have more surface area to stick to.
