This was brought to my attention by another HF haunter on the thread "Council moved Trick or Treat night."
Trick or Treat : Sunday October 31, 2010
To participate in trick or treat on Sunday October 31, 2010 on the streets of Norfolk, children must be 12 years of age or younger and be off the streets by 8 p.m. A parent, guardian or other responsible person, who lawfully has in his custody a child 12 years old or younger, may accompany the child for the purpose of caring for, looking after or protecting the child.
Date: Sunday October 31, 2010
Time: Ends by 8:00 PM on 10-31-2010
Eligible: Children 12 years or younger
Ordinance:
Sec. 29-4. Prohibited "trick or treat" activities.
(a) If any person over the age of twelve (12) years shall engage in the activity commonly known as "trick or treat" or any other activity of similar character or nature under any name whatsoever, he shall be guilty of a Class 4 misdemeanor. Nothing herein shall be construed as prohibiting any parent, guardian or other responsible person, having lawfully in his custody a child twelve (12) years old or younger, from accompanying such child who is playing "trick or treat" for the purpose of caring for, looking after or protecting such child.
(b) If any person shall engage in the activity commonly known as "trick or treat" or any other activity of similar character or nature under any name whatsoever after 8:00 p.m., he shall be guilty of a Class 4 misdemeanor

Omg! I find it so sad and honestly a little bit offensive that tax dollars are going into paying for laws like this to be created.

WOW can we say control freak much?
As far as I care there are two rules to trick or treating. Be in a costume, and visit homes with their porch or other outdoor light on (because I don't use my porch light with the light show and decorations up). There are cases where adults TOTing can be dumb if in the wrong spirit, but if they are just out having honest fun not picking on kids and what not, hey why can't adults show their fun (childish) side one day a year too? The hours thing is sort of bogus to start with, but to make it a criminal offense, really? Oh and you have to be OFF the street by 8, not just stop at 8, so Toting actually ends at 7:15-7:30.

Wow, sounds like they really know how to take the fun out of Halloween in Norfolk! Let's not get spontaneous, people!
Under "homeowners" they list suggestions for "healthy treats," too. Wouldn't want those tots (under 12 yrs of age) to get too much candy before curfew!!

You know, I've been hearing more and more about this limiting trick or treating hours and some towns even determining what day, usually not on the actual date of Halloween that you're allowed to trick or treat on. This is the worst yet though.
