Try Card & Party Warehouse. I know their web site sucks, but I loved loved loved the location they used to have near my house. That location is long gone but I see they do list one in the City proper. The location near me had a pirate section and I imagine these others do as well.

If you're willing to travel a bit (Elgin) try Party Werks:

I haven't been there since the season started, but the owner is a Halloween nut and decorated the place with some drool-worthy props he wouldn't sell, at least not in the off-season. He also had some great prices on Donna the Dead and other animatronics that I see people on here wanting. (Sure wish I'd bought them at the time). No idea what the current stock is like or how much pirate stuff is to be had.

FYI, no Spirit Store in or near Des Plaines despite what Kudzu indicates. There is a Halloween City in Arlington Heights and a Spirit in Niles or Morton Grove(ish) but those are the closest to this area that I know of.
