My three favorite feature films would be:

    13 Ghosts (1960) - live action
Mad Monster Party (1967) - animated
Abbott & Costello Meet Frankenstein (1948) - live action

All with a heavy emphasis on monsters, but very funny and the threatening stuff is very downplayed. All classics of comedy/horror.

    ****************

In the case of 13 Ghosts, I am NOT talking about the 2001 R-rated remake (often listed as "Thir13en Ghosts") which is not a kid-friendly film and which I didn't particularly like. The ORIGINAL 1960 film (you can get it on Amazon) is lighthearted, spooky fun suitable for families, and why they made such a surprisingly nasty remake out of it is beyond me.

Regarding Hocus Pocus...my 3 year old was terrified by it (this is the same child who loved Spirit, go figure). Coraline, Corpse Bride, she loves.

I love the Tim Burton movies, but understand your wanting to go a bit less over-used/viewed. Monster House is probably just as popular? and possibly Hocus Pocus. Three films that are not necessarily Halloween but have that 'feel' to them are Nanny McPhee, Alice and Wonderland (Tim Burton version), and Practical Magic.

Good luck with what you're doing. It sounds like it could be a fun night!

I'm a HUGE Looney Tunes fan and love, love, love, Bugs Bunny! I know this VHS, but I much rather prefer the old school Looney Tunes. If you wanted to do this, though, you could readily pull together a number of the old cartoons from the Looney Tunes Golden Collections. Or, failing that, even YouTube.

There are a number of Halloween related or just thematically good cartoons you could use. Since most of these shorts are around 6-8 minutes, you could get a decent representation and enough together that would go at least an hour/hour and half.

There are the ones with Witch Hazel in them too that you could use; among them, Broomstick Bunny, A Witch’s Tangled Hare, Transylvania 6-5000, Hansel & Gretel, and Bewitched Bunny.

Also, the Hyde & Hare episode with the Dr. Jeckyll and Mr. Hyde bit.

Don’t forget Gossamer! Water, Water Every Hare is a classic, and probably one of my all-time favorites is Hair Raising Hare! Just a magnum opus of Bugs.

Most of those are on that compilation I mentioned above. It's called Looney Tunes After Dark. You may be able to find it online.

I love seeing that so many people mentioned Hocus Pocus. It is my number one favorite non scary Halloween movie of all time.
When Hallows Eve draws close once more
    And terror rides the wind
    The Ravenfells shall waken
    And stalk their lands again.

I see a lot of good choices here. I would suggest that you stick with movies and not 30-minutes specials to cut down on the time you have to fiddle with whatever you're using to show the movies (dvd/projector etc.)
