There are tons of carnival/circus ideas on here from years past.
One of the good ones was using dollar store plastic tablecloths (red/yellow) for tent walls. It's a cheap and easy way to set the mood.

You might also want to talk with local food vendors who hit the fairs and arts festivals to see if they would be interested in coming over to make a little money. Tell them up front what you are doing so they don't expect to be paid to show up and that they will not be making hundreds of dollars. They really might enjoy doing it and making some money to boot. And you get fresh popcorn, cotton candy and such.

we did a carnival theme, and decorated the booths with decapitated stuffed animal. I got garbage bags of stuffed animals from the thrift store, and fed them to my dog. We also made decorated the spinning wheel with body parts. (rubber fingers where the nails would be and a hand to slow the wheel)
