There's no earthly way of knowing Which direction we are going. There's no knowing where we're rowing
Or which way the river's flowing. Is it raining? Is it snowing? Is a hurricane a blowing?

That sounds like it could be really fun! I think the laws would probably just depend on where you live. I know here you can't wear masks in public if you are over 13...so some places have wacky laws.

There may be some local laws that, for example, require a person to have a licence to perform and it may also depend on where you wish to perform. For example, in London (I know not NYC), on the Tube (Subway) there are reserved areas where artists can perform (and also accept donations from the public). In order to be allowed to perform in one of these spaces, you have to get permission from the authority as I understand it.
It may be there is an X-Factor or America's Got Talent stage to getting permission. That would be great fun.

You could try and get a group together. I know a lot of cities have Zombie Walks at different times of the year, not just Halloween. I think you probably will need to let your local government at least know what you're doing though.

I think it would be an issue on anyones personal/private/business properties. If you venture around in different areas not staying in just one I think you would be fine. May get a few yells and screams though!
A Halloween prop is a terrible thing to waste..

My brother does something like this every year. He's a big guy, rather imposing, and he dresses as a monster or zombie and does a slow zombie drag around my street. He never speaks and he always moves very slowly. If the TOTs let him get close enough he just stops and stares at them. The TOT's LOVE it! If the little ones get too scared he wanders away. It really adds a lot of atmosphere and thankfully, we've never had any complaints.
