heavymetalmama,
I saw them at Menards in the Twin Cities, but they weren't with the halloween stuff. they were with the other leaf bags and rakes.

I see a couple of houses with them every year. I've never paid attention to see if they still sell them in the stores.

I see them for sale in Walgreen's every year.
I used some a couple of years ago, but that's the only time.

A couple of things going on here, perhaps a mix of all these ingredients.
1. Orange Pumpkin Face Bags disappeared about the same time obnoxious blow up pumpkin face's appeared. Presumably retailers prefer to sell the $20 gadget.
2. Municipalities that know what they are doing have a compost facility. They want as many leaves & garden waste as they can get. They don't want the plastic bags. Not that it would matter per se, they just don't want them. So for this reason, very few people are buying ANY type of lawn & leaf bag, of any color for that purpose.
3. HOA... the same HOA that specifically does not allow the only method of organically harvesting solar energy, and saving upwards of 30% on your home electric bill.... The Clothesline.. Just guessing here, that an orange bag that looks like the ones alongside the highway... Someone who "lives" in an HOA would be terrified to put that prop out.
All my leaves, and most of the neighbors leaves are on a slow burn right now, at 130-140F in my compost pile. Along with at least 1,000 lbs of "graveyard dirt" from Starbucks I will collect this winter.

I haven't seen a lot of them this year, but I have seen the pumpkin bags, and do every year although some years they are more popular than others
