Well, I can see why some neighbors would be upset about an eyesore, but having an ordinance changed to make it illegal is excessive. I'm sure there's a good story behind that too.
I also think that calling the cops because you feel "threatened" by pieces of cardbord or wood on someone's front lawn is ridiculous. If he was going to kill anyone on his street, he would NOT be advertising it on his front lawn. I'm sure the neighbors called the cops, not because they felt threatened, but because they wanted to harass the guy enough to get him to move away.

then his neighbors could have had a real reason to feel threatened...somewhere in the north-woods darkness, a creature walks upright.

What a mess. Up to a point I don't see anything wrong with any of the actions taken.
- RV family wanted to save money.
- The rest of the neighborhood wanted to save their property values. So took action (37' x 12' is BIG).
- RV Family indulges in some harmless fun for Halloween - WITHOUT FULL NAMES.
However, leaving the "tombstones" up all year long... over the top, IMO. Not for threatening the neighbors, but for stubborness to the point of stupidity and bad taste. Does this guy have kids? What kind of hell do they go through at school and in their personal lives because he leaves these things up all year? Also makes me wonder what the rest of his house/yard looks like.
All bets are off at Halloween and Christmas - anything within reason is OK that doesn't infringe on good taste.

People move to Mount Carroll, Ill. Because property values are low!
The Most popular thing in this town right now are the signs added to the top of the real estate for sale signas that say:"Price reduced".
Of course some of these people might have bought here a little too quickly and paid way more than they should have ("sucker"?) then they would like to increase their property value to sell it to the next biggest sucker.
No matter what a building might be "worth" , the building is still located here , where it isn't worth anything like a Chicago suburb price, no matter what."My Insanity is well-respected, until they wiggle free and become a stringer for a tabloid"
