What is this Right of Way that's being blocked? If it's private property then phhtt, forget that. If they have 10K worth of halloween props then I think I would be dropping a few hundred to have a 1 hour sit down with a lawyer before I took it down.

The problem he has is, he is on the "easement" which is technically not his property. He has a tunnel going over the sidewalk for people to walk under as they pass his home. He does not have to remove the props that are on his grass but he DOES have to remove the props between the road and sidewalk (which is about 4ft wide) and the tunnel over the sidewalk. They have no legal recourse to have him remove the props on HIS property but will fight him on the easement. His house is pretty incredible and what a shame some old bat who has nothing better to do makes a phone call and all this drama is created over a simple holiday. THIS guy went ALL out.
Some people have nothing better to do with their time...I too would be in contact with my lawyer...

What a crock. Go back and listen to the very end. His neighbors, who have decorations out on the right of way, don't have to move their stuff. Just him.

poor guy all this time and effort and $$$$$$$ invest for a stu... neighbour who complains for what??? some gyu who wants to give kids a nice holliday ! come on shame on u neighbor##@

In some places there is a set distance from the center of the road outwards towards a person's property that is considered city property. I was told in my area it's 33' from the center of the road. That means the first 10 feet at the end of my front lawn (next to the road) belongs to the city and tecnically I can't put stuff out there, but unless someone complains (ie, calls the bylaw officer) the city doesn't usually care (as long as it's not something permanent).What is this Right of Way that's being blocked?
I guess some of this guy's stuff was on that part of the land.

My dad works for the city and said that the first 3 feet of a home's property belong to the city, not you. That may vary state-to-state, county to county, I don't know.

I know in Denver we have what we call the HELL STRIP. It is the piece of yard about 4' to 5' between the sidewalk and the street. It is called the Hell Strip because the home owner is required to maintain it, but does not own it...it cannot be fenced in...any plants that are planted need to be aproved by the city....it is also the piece where each homes' water meters are. Generally, if the city comes and digs it up for whatever reason..THEY replace the grass..but the home owner needs to maintain it...i.e. mow, weed, and water.
