Check ebay for welding masks/glasses. If you live near a government or military installation, check online if they hold government surplus auctions. You wouldn't believe the things that come up for auction at them.
you can get large cardboard tubes from your local newspaper or printer that can be used as pipes - paint grey /rust and weather. or hit Home Depot and get some PVC.
Factories/ heavy equipment sites/hardware stores often give away pallets
UnOrthodox and Dead Ted have the right idea, lighting will be very important.

A few years ago a friend of mine recruited one of his employees to be in his "Spook Alley". Big burly guy, wearing Welding gear (Leather Jacket, Gloves and a full Welding Helmet) and all he did all night was to strike an arc as soon as a group came around a corner. Sounds cheap and cheesy, but it was a big hit, everybody jumped. Very simply, the people weren't expecting it. And you don't really expect to come across a big guy wearing welding gear on Hallowe'en Night.

I have added on to the story. Now some other things can be made, Any more ideas?
After the mass destruction, disease and starvation following the most devastating war of our time, animals are scarce and humans are forced to experiment on themselves. “Death factories” are set up all over the world. People are kidnapped and forced through these factories for the mad inhabitants to experiment on them. The long dead factory workers have resurfaced as the undead. The militia, sent in to control the situation, has succumbed to the evil of the factory and become part of it.
After the factory had been cleared out of zombies, they re-opened the factory to many companies. Many involve doll factory, alien examination, and clown costumes. Since then, the factory has again been shut-down due to alien infestation, malpractice, and dolls coming to life and killing many workers and turned them back into zombies. As for the clowns, well, you'll see.
Beware when you enter because you might never leave the Factory.
