I looked around a little bit and found a place called Promotional Products And Ideas that offers the finger bone pens for imprinting, but it doesn't have the prices on the page. The finger pens can be found on the "Novelty Pens" page, 7th item from the top, with the minimum order quantity being 250. The info to contact them for pricing is at the top of the page. I don't have any idea how much the pens will cost, but at least with not needing the pens imprinted, they should be able to quote you a basic wholesale price on 250 of them.

I'm sure you've probably already seen the bone pens from Oriental Trading, but if not, you might want to check them out. They aren't quite as real looking, but they are around $6 for a dozen I think. I see you are from Canada as well, so you might appreciate the fact that they deal with Borderfree - no duties to pay at the door!

Walgreens also sells the bone pens, but I don't remember the price. (I use them for my guest book at our Halloween Party.) It's usually hard to be OT, but you could always email Walgreens and ask for a quote on 200.
