If I were in charge, it would be a proper National Holiday and TOTing would be from two hours after sunset.

(Not that any ToT'ers would be REQUIRED to go that long, just, you know, like Christmas Day, you can kinda come and go as you please!)...
I would also make costuming mandatory, unless there are physical or medical reasons.
A pumpkin in every window, a maze in every garage!

Every child who wanted to T-O-T would be allowed to do so.
There would be no set hours but everyone would be warned that T-O-T-ing would be going on until at least 11pm.
All haunted houses would be open from Oct. 1st to Nov. 2nd, if not before/after.Zombie Eradication/Disposal Unit (ZEDU) - K-9 Patrol Division

all houses open until 12 o'clock, fog machines for every open house, every open house must decorate, national holiday, must give out LOTS of candy to T-O-Ts, day after off.

I would make Halloween the last Saturday of the month of October! I know lots of u think I'm crazy, but getting up the next day for school/work really sux!

I was just telling my kids last night that if I were the Pres, I would make halloween a major national holiday like thanksgiving and christmas. Gotta have the day after off too!

~All stores MUST have 50-75% off sales for at least 3 days afterwards.
~Halloween purchases tax deductable
and
~the government reemburses costs for Halloween candy

some of us have to work on Sunday; I'd keep Halloween on 10/31, but require the next day off
