Well, this is not an easy question to answer.

There are some things to consider when looking at making a mold:

Does it need to be fully 360 degree copy, or is one side able to be flat?
What do I want to cast it out of (what is the copy made from)?
How much am I willing to spend?

For something with a flat base, a 'glove' style mold is easy to do:

    "Glove" Mold Making 101
Where that tutorial is for latex rubber, silicone products may be preferred (and more expensive) especially if you wish to cast out of plastic or something. As is done here:
Lots of skulls from liquid plastic and foam

For something that needs to be fully 360 molded, you are going to need to make a 2 (or more) piece mold.

Here is a good video showing that process:

However, this can be done with many materials for the mold, even simple plaster. Just build the box, pour the plaster, press whatever half way into the plaster wet plaster, let dry. Coat the dry plaster with some petroleum jelly and pour the other half.

I highly reccomend this book on the subject.

if making a copy and you want to use silicone products to creat your glove mold, try out this method...

    http://www.instructables.com/id/How-.../Mixing-Oogoo/

It is EXTREMETLY affordable and the resluts speak for themselves. You will obviously have to paint each one, but the hard part will be done.
