    You can line the edges of the window with orange/purple lights. Hang a white or light coloured ghost/ghoul in the window, and the orange with give it a nice creepy look . You can also put a white coloured ghost and light it with a blacklight for a supernatural glow! Also, if you want to go simple, they sell pretty nifty shilouettes that light up you can hang in your window!

    Set up a scene with a scary figure (using old clothes and a mask) and light it with colored lights... or get a strobe light to give it the illusion of movement

    This is what we did last year in our front door. Half torso draped in dingy white fabric with a black light on it and a fan to make the fabric move a bit. Made for a very cool effect.

    I put up a PVC frame with one of my old costumes on it and red lights in the fixture above it. I just open the blinds and it's not really noticeable at first and then your like crap, someone's looking through that window!
