I have achieved something similar in years past using just a plain old highlighter broken open and dropping the ink sponge into a quart of water. It is highly black-light responsive and will appear very similar to this photo. There are a variety of colors to choose from as well. Hope this helps! Best of luck to ya!
*TIP: Thicken the water with some corn starch prior to mixing with ink sponge. It gives it a more dense natural appearance.A Halloween prop is a terrible thing to waste..

No problem! Gald to be of service! You can achieve this look for a couple of bucks! A lot cheaper than buying that very expensive glow paint and spending more than is truly needed. Just remember it is ink and will stain the floor for a few weeks unless you wash it off right away with a special cleaner/remover/pressure washer. Best of luck again!

It's not really glow in the dark. You need a blacklight to make it light up.

You could make it glow in the dark, just cut a glow stick in half and splash the liquid around. I don't remember how long it lasts but it does work.
